CTO (community takeover)

When the original dev abandons a coin and its holders take over running it.
If a dev sells and walks away, holders sometimes form a new team, make new socials, pay for a DexScreener page and keep pushing the coin. Some CTOs bring dead coins back, and a few have gone on to big runs. A takeover cannot change what the token itself allows, so the usual checks on holders and authorities still apply.
