Permanent delegate

A Token-2022 setting that lets one address move or burn tokens from any holder's wallet.
It exists for regulated assets that may need to claw tokens back. On a memecoin it means someone can take your tokens whenever they like, and you cannot switch it off. Checkers like RugCheck flag it, and it is a good reason not to buy.
